Outgoing email not working for college

Just answered a similar question. If your ISP is not the college (I am not sure how things work in college, when I went, we used pay phones) you may have to set up outgoing based upon the instructions given by your ISP.

no I use the client windows mail with vista which used to be outlook express. I just want to know where STARTTLS is located

what I should have said in topic for windows mail setup, which is for college.
