If you tried all those procedures once and did them correctly and did them completely, then I don't think doing them again is going to help. You can if you want, but they would have worked the first time or they probably aren't going to work.
Is this happening anywhere but that one page on that one site? If not, it's probably an issue with the page on that site (or with the site if it's more than one page but
only on that site) and not with you. The only thing to do in that case is try a different browser there (like Mozilla Firefox) and see if it has the same problems. If not, then use Firefox for that site until the site resolves the issue with IE and see if you can report the issue to the site's support people (pages work differently with different browsers and page coding has to be done to take into account as many browsers as possible to make sure they all work and show essentially the same things - and sometimes they miss some things with certain browsers and this may be one of them).
Assuming it isn't the site, let's see if resetting the TCP/IP stack helps. Here are the instructions:

If that doesn't work, if you are using IE7, then you can't uninstall it or re-install it but you could try upgrading to IE8 to see if that helps:
Internet Explorer 8: Worldwide sites. If you are using IE8, then you can try to uninstall it, download a fresh copy from Microsoft, and re-install it to see if that resolves the problem. Post back if you need more detailed instructions on how to do this.
If the problem persists after that, post back and we'll see if we can find something else to try.
