Can't receive Windows Mail

I’m setting up a Windows Mail account for a second Windows User on a Dell laptop running Vista. I can send mail out of the account but when I try to receive I get a 0x800CCC0E error. I have checked that email messages are coming to the Charter mail server using their web mail. Windows Mail works ok both ways for the other Windows User on the same computer. The POP3 server address in the Mail setup looks the same for both users.

Error " code " means very little because it covers vast scenarios.
The actual error " message " tells you the relevant facts.

Please post the error message in its entirety.... verbatim please.

The connection to the server has failed. Account: 'Buds Mail', Server: 'email.charter.net', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

I can send OUT of this email account. Charter says that you can use either "mail" or "email" in the address for their mail server...I've tried both.

Inspite of what your Charter said to you, please change your Incoming server name to .... pop.charter.net instead of ..... email.charter.net

Also, in Servers tab, under Incoming Mail Server.....
do NOT check " Logon using Secure Password Authentication ". Leave it blank.

Where is Servers tab ? ......
Open Windows mail > Tools > Accounts > click your charter account > Properties > Servers .....

Please note. I have two Windows User accounts on this computer (Jack and Jill). The Windows Mail for Jack works fine! For Jill I can send mail out but cannot receive mail from the server. I have verified that there is mail on Jill's server buy using Charter's web mail.

When I open Windows mail for Jill's account, I get a pop-up asking me to log in. The logo for the pop up is Jack's user logo! If I log in here with Jill's user name and password It gets rejected.If I log in here with Jack's data it looks like it polls a server, but no mail comes in.

Windows Mail should not be asking for Jill's username and password.....

1. Make sure that Jack and Jill have different e-mail addresses.

2. Logon to Jill's user account > open Windows Mail > remove Jill's e-mail account > exit Windows Mail.
While still in Jill's user account, re-open Windows Mail > re-enter Jill's e-mail account.( Make sure Jill's e-mail address is not the same as Jack's ) > Servers tab, under Incoming Mail Server, checkmark on " Remember password " > OK
Send a test message to Jill's account > does it get received ?

I removed the WM account again, then removed Jill's Windows User account from the computer and rebooted the computer. I reinstalled Jill's Windows User account and her WM account. No change.

I apologize. I am out of ideas.

One last gasp. Are there any other problems in Jill's user account ?
I am thinking that maybe Jill user account is corrupted.
Wonder if you create another user account for Jill > setup her charter account in Windows mail > will the same problem appears ?

If same problem persists, I am truly out of ideas.

In my do the following steps and check it works for you:

1. In Windows Mail, go to Tools, Accounts, select that mail.charter.net account, Properties, Advanced. Change the port number for the incoming (POP3) server from 995 to 110. Make sure the adjacent SSL option box is not checked. Click OK.

Check if it works. then ok.....if not follow the 2nd method

2. Go to Tools, Accounts, select that mail account, Properties, Servers. Uncheck the box for "Log on using Secure Password Authentication."

Also, go to the Advanced tab and uncheck the SSL option. One or both of those bad settings can cause that error.

Jill can send and receive! The "last gasp" worked. It must have been a corrupted email account.

Clarification :

It is NOT Jill's e-mail account that is corrupted.
It is Jill's original user account that is corrupted.

Here is a tutorial in dealing with a corrupted user profile (account) :
Fix a corrupted user profile

Note : You must have at least three user accounts on the computer to complete these steps, including the new account you just created.

Note : If you have e-mail messages in an e-mail program, such as Windows Mail, you must import your e-mail messages and addresses to the new user profile before you delete the old profile. If everything is working properly, you can delete the old profile.
