Identifying Smileys

My first post so I hope it's in the right place.

I have a small problem with my laptop. I am using Firefox and Vista is my o/s.
On my desktop machine running the same version of FF and XP when I hover over an icon I get a small box identifying the icon. This is not working on my vista laptop.

On the desktop machine if I hover over the smileys to the right of this composition pane it tells me what the smiley is. Why does this not work on my vista laptop?

Open a folder go to Tools,Folder Options, View. Check the following two boxes.

Thank you for your reply. I forgot to ask for an idiot's guide. When you say open a folder do you mean a folder from my desktop as I can't see the tools option when I do this.
