BSOD Trying to System Recovery

So my computer was acting up a couple days ago. I decided to do a System Recovery.

When I try to do a recovery, I'll get a "MEMORY_MANAGEMENT" BSOD. (STOP: 0x0000001A) It shows up at about 20% into the process.
Now I can't even start my computer. It can boot up to the blue screen with the HP logo (Esc=Boot Menu, F10=Advance, etc.) I've tried 2 different sets of recovery discs. One made through my PC and one sent from HP.

I've heard that my RAM could be bad or I need to buy an OS disc. Any other thoughts?

Sorry but these are the only info I can think of. My computer won't start so I can't provide actual components. Also using my phone for this post.
