Strange Screen

I'm not entirely sure where I should be posting this, so I'll take a guess and post this here (Please inform me if this thread doesn't belong here!)
Recently I noticed my Vista BIZ(Buisiness) as been acting up-and now I can't do anything comfortably because a blank screen shows up by itself every time I turn my notebook on (See attached image)
Any idea what the problem is? I'd be really thankful for some help T___T

it looks like explorer isnt running. due to malware or a drive error? , can you type into the top left hand address bar?
if so type cmd.exe and run it in the cmd box type "sfc.exe /scannow" reboot afterwards and repeat a couple of times untill no errors are found. if still no luck you try to run your antivirus and anti malware apps the same way.
i have also seen this with pirated copys of vista as well when the o/s locks you out after a failed check, if so it means a reinstall with a legit copy.

Just for the benefit of others who are experiencing the same problem and have come across this, what fixed the problem? Was it running explorer.exe, running an SFC or running a virus scan?
