In need of HELP!

So, if I'm posting in the wrong place? I'm sorry! Please, tell me where i should be posting my questions. Thanks!

Ok, so i have a Dell inspiron 1720 that i use for college. It just stopped a few weeks ago. It has a blue screen & you can see the mouse pointer. But that is it! I have two granddaughters under 5 & I thought they did something to it?
I have run every test that can be run & it comes up with nothing wrong everything passes?
I have a second laptop the exact type. We even used it before to restore this one when the harddrive crashed about a year ago. So, they are the exact computer.
So, a computer friend has been trying to help me out.
He says
"When you talk to Dell or anyone, just let them know that you cannot log in to the computer at all and that it never produces a login screen. That's the biggest issue so far. See if there is a way that they know of to restore to factory default without logging in. I have already tried the following:

1. Restoring to Last Known Good Confguration
2. Repairing the install by using the Advanced Boot Options (again, this necessitates logging in as an admin)
3. All of the safe modes"

OK, so you see what he said & i'm a graphic person so i have no idea. All i know is that i need my computer back running.
Because, I have a second laptop that works find (this one).
How can i make a complete restor disk including the operating system?
Then how do i get it to load on the other laptop?

Just in case you want to know the crashed laptop has all my school software on it & this one is used for the family.
