How to repair Vista installation

This is a Dell Inspiron 1526. On it is installed software for an HP printer (C7280). I was trying to use the software to do a scan, but it wouldn't work. I was going to uninstall and reinstall the printer software, but it wouldn't uninstall. Then I download Revo, a free uninstalling program. It started to work, but seemed to take forever. When it finished, the HP software was gone, but I could no longer access the internet and I can no longer access system restore. The registry is evidently damaged, but other than not being able to restore or access the internet, the computer seems to work normally. I have the Dell reinstallation disk, but it doesn't seem to be able to let me do a repair.

I'm looking for suggestions on how to proceed. The computer has SP2 on it. What are my options other than buying a Windows 7 upgrade disk?

Thanks,

Tom

I can start up in the safe mode, but when I try to use system restore I get the same message: "System restore does not appear to be functioning." The wireless no longer works, but it will connect to the internet with a cable.
