blue screen error that wont allow start up

Please help, i'm a nw user and i have a blue screen error that wont allow start up, keep shutting down system or refudse to start at all. can only aceess safe mode. Here's error i get. PLEASE HELP!!!!!!!!!!

See if you can start in safe mode. If you can go back with system restore.
If that fails try a recovery DVd
