Sometimes starts or not, sometimes restarts on it's own - startup repair fails

I have a Dell inspiron 530 that has trouble starting. I think there might be a hardware problem but I know Windows is messed up.
I have Vista Home Premium (don't know if it's 32 or 4bit). It freezes or reboots all the time and when it starts back up the option for startup repair is always available but don't work. When I run it I get:

I suggest starting all troubleshooting with the following diagnostic tests. They'll save you a lot of time and heartache if there is a hardware failure, and you'll have the disks on hand in case you need them in the future:

Also, please run one of these free, independent online malware scans to ensure that your current protection hasn't been compromised: Malware (read the details at the link)

Turns out that it was a bad video card causing the start up problems. It would start and stop 3 times then finally boot up. I hate Dell, their PC's suck. This one's almost new.
The reason it would restart once in Windows, I think, was a bad hard drive. I ran the hard drive test that comes with "Easy Recovery Pro" and it shows the drive had errors, bad sectors and the S.M.A.R.T. showed that it was ready to fail.

So, that's so typical of dell crap. Only 2 years old with a bad video card and bad hard drive.

There was also malware but you can't blame dell for that, still, I've been in business repairing PC's for 9 years and can say from experience, Dells suck as do gateway and emachine, but I'll take an emachine over a dell or gateway because they are not proprietary, you can replace parts as needed.
