error "0xc0000142" can not initialise appl.

Hello everybody,
I am certainly not the first one to struggle with this problem.

What happened until now:
- there was an automatic system update a few days ago, since then I had this error.
- looking on the web I was suggested to use a registry cleaner, I tried different ones and all gave my above error (the system refuses every .exe file to execute)
- another idea was to use the "regedit" command (or regedt32) where I changed the registry part "SharedSection" value 1024 20480 768 in value 1024 20480 1024, but no difference
- then I tried system recovery to reinstall the system version from before the system update, but it gave the error "error on disc C : plan control", what I did, I passed a complete memeory and disc check by using the Dell diagnostics tool. Nothing wrong.
- what is strange is that some programs are working like MS-word and MS-access, but MS-Outlook and MS-excel are not working.

I am turning around and looking for new idea to attack my problem.

Don't worry about understanding it. The reason everyone is struggling is that it is very, very general, and could be caused by literally hundreds of things. People are therefore going general, rather than trying to drill down to the specifics on one machine - your machine in this case.

But first, I need some more information, quite a bit more :)

When is this error appearing? At startup? Is it one application which is doing it, whenever you try to start that application?

That is usually due to a dll (driver) problem. Try an sfc scan

If errors are found run 3 times

SFC needs to be executed as Admin, I tought I was because I am the only user.

It is only for any .exe file I start and not at startup.

Really glad that the problem is resolved. As a quick guide for future readers:

  • A lot of suggestions online for this problem recommend Registry Cleaners. These are very risky already, and almost no proper experts will recommend them. They are dangerous, and may harm your computer very badly, and any articles suggesting them for this problem should immediately warn you of guesswork. Anyway, this error needs things repairing and replacing, not deleting!
  • The fact that it is for any .exe in this case means that this problem likely surrounds a .dll used by many programs. We are therefore looking for a corrupt file, in either Windows or the Visual C++ Runtimes.
  • SFC and running Windows Updates are an excellent place to start.
  • If only one program is causing this, you need to find an update for that program from the original manufacturer.
  • If nothing at all helps, a non-destructive Repair Install is likely your best bet: http://www.vistax64.com/tutorials/88236-repair-install-vista.html
