Only loading desktop background after being idle

As stated in the title, my computer will only load the desktop background after being idle.
Nothing else will load like the taskbar or start menu and CTRL ALT DEL only brings me to a black screen which won't let me open the task manager.
Another things is that I can right click and it will still give me all the options like "view", "sort by" and "refresh". I've tried clicking on them and nothing changes.
I can even hear my programs running in the background like if a person is trying to talk to me on Skype I can hear the sound of a message arriving, but no pop-up telling me about it.
This only started happening within the past week and I've had no other problems with this computer before then and the computer operates normally until being idle. However, this doesn't happen all the time. It's only on certain occasions, other times it works fine.

I've just spent the last 2 hours or so performing clean boots and nothing there's nothing wrong when I enable all of the services and start items in the selective start up
But as soon as I try a normal start up, which is basically running the same stuff (unless I'm mistaken?) the problem comes back :/
