Solved Machine running amok

My neighbour brought me her Dell Inspiron 530 - Intel dual core 1GB DDR2 RAM on a Foxconn G33M02 board running Vista basic. There is small yellow led lit up that a Google says indicates hardware problem but what?
Now the machine powers on but the CPU and case fans run flat out - no video output therefore no post no access to the BIOS. Have tried reseting the BIOS no go and the PSU volts check out except the minus 12 which is 11.4v.

Have not looked at the thermal yet although the problem being intermittent makes me think it is something else. I cannot see any obvious burn marks or smell any has been hot resinous board.

Machine has been well looked after and is the kids own and she tells me they always shut it down correctly and don't treat it roughly.

So any ideas please ??

Thanks Lottie have just got back to the job half hour ago and found the problem. The CPU thermal was dried out and the NB was not far off being completely hardened. So a nice new spread of Coolermaster and it is off and running.

I was going to check that out first up but got side tracked by my low blood sugar

So now it's onto clearing this machine up in a heck of a mess
