Welcome
Sounds like malware trying to protect itself. Update your anti virus and make a full scan.
Then, I would suggest downloading Malwarebytes and making a full scan, but I know that you cant do that.
Try to install, its not a download, eset online anti virus.
Free Online Virus Scanner | ESET
Then make a full scan.

Thank you a ton... I was able to install ESET and run it. It found 13 infections but, still didn't fix the problem. I have MalwareBytes and spybot. And have run multiple scans with both and have found several problems, thats when this whole thing started a while back. I was running scans, using disk cleaner and the defrager. But after the ESET it has allowed me to updated MalwareBytes, I am running a full scan now and hopefully this will fix it. My internet explorer doesn't work either so I have to use safari or chrome. This whole thing is just a mess. But THANK YOU THANK YOU for your help.

You are very welcome
I think that the malware caused the problem. The malware is gone, but that may have not changed what they did.
Run this scan.
If problems are found run 3 times.

If that does not work, I would use a system restore from a week before the problem began, a week before the infections.
If you do not have restore points that are old enough, try to create a new user account. I bet that it works. The new account will be malware free after the scans.

Just to cover all of the bases, have you ever relocated your user-folders - i.e. moved them to a different drive or partition other than the usual C:/Users folders? If so, it's possible that your browser is still downloading them to the default "Downloads" location - in which case, Windows will have automatically re-created that folder on the C: drive - and you'll have two Downloads folders to check.
