web cam unrecognised usb

can someone help? everytime i plug my web cam in (trust ) i get a message saying " USB Not recognised " i have tried everything, i do have another laptop and it works fine on that os XP, are there problems with Vista? needing help !!!!!

HiRes Webcam WB-3400T
