I believe the registry fix you heard about is this one
You can no longer access the CD drive or the DVD drive, or you receive an error message after you remove a CD recording program or a DVD recording program in Windows XP: "error code 31"
Even thos you have a different error number I would still try this repair, deleting the filters will not hurt your machine. I think it may still be the same issue as I've seen others with error code #39 have their problem solved by doing this fix too...me on my Mothers machine in fact..
