I've heard talk of slow USB 2 performance with Vista around the place but have not seen anything indicating one particular fix unfortunately.

The normal things to try would be to ensure you have the latest service packs and updates installed for Vista and also check your motherboard BIOS revisions are the latest available.

I am however NOT going to recommend flashing the BIOS, as some asus motherboards do have known issues with the Asus EZ Flash utlilty and I would hate to recommend something which may wreck your setup :)

Did your hardware get assembled somewhere under a service warranty of some kind ( in which case you may be able to get the shop to flash the BIOS for you ) or did you put it together yourself?

One other thing that springs to mind, when you connect your USB 2 device to your PC do you get a popup stating that you are plugging a USB 2.0 device into a USB 1.0 port?
That would indicate that Vista isn't recognising the USB controller as 2.
