Vista hangs after "Microsoft Corporation"

Vista installed fine and everything works fine until, a piece of software asked to restart. Now I have to hope that is boots. Because when it the boot process reaches the microsoft corporation and finishes, the system gives a blank screen and hangs. If I wait long enough, 15+ minutes, it finally boots with the vista logo on the second screen and logon password on the first screen. This is a new pc, just built, I should not have this problem.

The pc has an integrated nvidia 9400 with 9800gt.
Can it be a grahics card problem? I used the cd to install the drivers that came with the 9800gt.

boot into safemode , then perform a clean boot procedure then reboot normally , what happens?

How to perform a clean boot procedure to determine whether background programs are interfering with a game or a program that you currently use

have you disabled the onboard gpu or are you running it in hybrid sli? If you dont know what im talking about (hybrid sli) then before the clean boot thing go into your bios and disable your onboard gpu (somtimes this is done automatically) and see what happens then

no my I am not in hybrid sli. The graphic card is hybrid power and the motherboard is geforce boost. I downloaded the nvidia driver 182.50 and got a bsod but after that, but the boot worked fine so far. The funny thing is that I installed the driver that came with the graphic card. I think it was forceware 175. So now it works fine, I hope it continues to. But now I have another problem. If I look closely on the screen, there are thin white horizontal line across it as if it were interference but not noticable. I tried hooking the graphic card to the other screen and it gave the same problem. But if I raise the resolution to 1280x1024, the lines are much less noticeable and even it seemed not there. So could this be the driver? 1 problem solved, another started...

Here are 2 pics. Im not sure if you can see the lines.

Can it be physical interference?
But I tried adjusted the cord but still.
But at the highest resolution 1280x1024, the screen does not look that fuzzy and the white lines are less noticeable. So if the problem is not solved, I can live with the highest resolution..

It is a lcd. When I connect it to another monitor it does the smae thing. My eyes hurt after a while watching the slight buryness. It is shows like a old crt monitor. Just started giving this problem after driver upgrade. No cable problems. I would keep this driver though, because now my first problem is completely fixed.
