Issues after Bios update

I Have Dell Inspiron 546 that's running Vista Home basic sp2.About a week ago I flashed my Bios with the newest version that they stated was recommended to have in preparation of installing Windows 7.Everything went fine but a few days after I was trying to enter the bios to change the boot to cd to install some software and My splash screen (dell logo) was gone.Which for some reason made it harder for me to even get into bios.I finally got into Bios and I noticed that "fast boot" was enabled,I disabled it and restarted.I got the splash screen now,but my pc makes a loud high pitched "whirl/beep/squeal" followed by a short beep identical to the first normal " ok beep" Right when the vista loading shows. I checked my manual and there is nothing about this kind of beep code.I even contacted tech support to figure out why if i have the fast boot enabled my pc runs fine but disabled and beeps and "squeals" All they said was "oh well if you passed a test then it's all fine" I can't see how I had a splash screen before and no error sounds.
I reseated all my ram,checked all the wires,reinstalled vista to no avail.I tried to track down the exact location of the "squeal/whirl" And it seems like it may be coming from the pci slot area.
With fast boot on,no sound or extra beep
With fast boot off I get the following

I turn on the PC I get the initial "ok beep"
Dell splash screen fades to vista loading bar
High pitched but quiet whirl/squeal/beeps?
Another beep identical to the initial beep
Vista loads fine.

Anyone have any ideas to why this is happening ?

Hello puffins27,
Have you checked the Bios to see if there is a separate option for turning the boot/splash screen, on/off.
If there is, you can turn off fast boot, and turn on the boot/splash screen.
Also, it could turn out to be a bad Bios, i don't mean your Bios is bad, just a bad Bios developed by Dell.
New isn't always better.
Take a look in the Bios and post your results, good luck.

There is a option to turn it off the bios,I'd prefer not to tho like I said for some reason to get into BIOS without the splash screen on is a challenge.From all I can find is when it's enabled it skips the splash screen and some test so I gotta be failing something to get this
