Recovery council doesn't work

hello everyone,

In fact it's a such problem for me.

when tried to repartition the hard disk of my HP dv9000 and try another OS, i got this problem.

without recovery disks (personal or Original) i can't reinstall my OS.

the thing i want is: to know how to fix my recovery council or how to run the image that i have in the hard disk, which invisible now because i am using a trial version of windows vista of my Dell.

( I can't order a recovery disk because of where i live ).
