No CD/DVD Driver Detected, No Lower Filters

I have a Compaq Presario F700 Notebook with Vista Home Premium 32 bit for my operating system. I have not had a CD/DVD drive forever and am just getting around to it. When I first got the computer it worked and it worked for a while after that. I tried to use the
[Start] [Run] [Regedit]
Registry Key: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class
Key Name: {4D36E965-E325-11CE-BFC1-08002BE10318}
Value Data: [Delete All Value Data from UpperFilters and LowerFilters]
Note: Do not delete the Key or the Multi-String Values. Delete only the data values.
Exit Registry and Reboot

but I did not have the LowerFilters and now I am at a loss of what to do. Please help.
 

My Computer

The lights do come up when I put a CD in. I talked to someone at HP and they said it was a hardware problem and not a software because the DVD drive does not appear on My Computer or Device Manager after taking it out and reseating it. Do you think it might be the hardware?
