Reformatting Laptop w/ difficulties

Hi , I own a Toshiba Satellite L300D laptop. I've recently had an issue with my laptop and I can't figure out a solution therefore I want to reformat my laptop.

My issue( explaining the best I can) : If I open up a program through a shortcut such as Mozilla internet , or messenger , or anything for the matter this box appears "open with" and gives me a few options to open with. For instance opening Mozilla I would need to find the actual program that runs it from the options given or browse for it myself. I've been able to locate only the bare necessary ones that I use on a daily basis (which would be internet ,and messenger). I know that something must have happened to the exe. file? because right before any of this happened a pop up came up saying "would you like to update exe." and I clicked no while browsing the internet. At first I thought it was a spam pop up but then later realized it popped up with the usual " need permission from admin" .
Needless to say even if I do fix the exe.file I don't want to still have some errors hiding underground . I have 0 patience to manually browse for every single program I use therefore decided to reformat my laptop to have everything fresh and clean.

Problem 1: I bought my laptop brand new but not from a major retailer such as Staples, Futureshop, etc. It came in the original box with power cord but I failed to realize that there were no recovery cd's. (obviously, a major retailer would've charged me to create them IF I had bought from them from the start)
I did not make any recovery cd's period. It was totally oblivious to me since I have an external drive that has a 900gb storing capacity. Everything I ever needed was put on that manually. Therefore laptop has 0 recovery cd's. I was wondering could I still make a recovery cd? or would that issues that I'm having be present in the cd?
I heard that you should make the cd right after turning on your laptop for the first time.. does that mean it has to be made when you have 0 files 0 errors on your laptop and its all clean? Would the recovery cd burn personal files to the cd (my pictures, vids, music) or just the operating system?

Problem 2: I have my sisters laptop which is a HP ...which has recovery cd's for windows 7. I thought about using that but I also heard that it wouldn't work because it's different laptop brand ?

I have no idea on how to fix my laptop and the manually finding the program is driving me crazy. I tried to use notepad to simply jot something down and it won't open. I tried to open calculator and I CANT. Argh it's making me go bonkers.Any help would be great. Thanks.
