Command and conquer 3 Tiberium wars playing problem

I bought CNC3 a few days ago and installed it. Installation went perfect but when i tried to play it, i got an error that looks exactly like this, "Please make sure you have DirectX9.0 or higher installed. Also verify that your video card meets the minimum requirements and that you do not have hardware acceleration disabled in the Display control panel."

I have a HP Pavilion 1275mx dv4.

1) Why cant i play it?
2) How do i fix it?
3) Where is "harware acceleration" at in the control panel?

EDIT:: System specs are...

Hello Orange Bud,
It's more likely to be a DirectX issue.
You can check hardware acceleration in the graphic cards control panel.
When you installed the game, did it give you an option to install DirectX ?.
Your system more than meets the game requirements, so it should be fixable.

But i have DX10 so it shouldnt be that. No, it did not ask me to install anything, it asked for a chat room thing but i said no to it.

There are no updates for my graphics card.

you may have directx 10 installed on vista, but older games use directx9 not directx 10, please install directx that is bundled with the game (located X:/DirectX/DXSETUP.exe, X being your cd/dvd drive) or download DirectX9.0C here > DirectX9.0c, this will solve all your issues.
