Vista - Game console won't work

Ok I have Windows Vista Home Premium SP1.

When I play Call of Juarez and push the ~ key to bring up the console nothing happens. In fact no game I have ever played in Vista will allow console mode. Can someone tell me how to get the console up in Vista?

Are you sure that key is set to the console, and wasn't accidently taken off?

I looked and there's no option for setting any key to open console. However I know that the console can be opened with the ~ key in Win XP but for some reason it won't work in Vista.
