Vista - uninstalling the sims3

i cant seem to uninstall the sims 3 off my computer. when i try i get this error any help?:

Theres something else, when i try to uninstall something called "outspark sharp launcher" it also causes an error that says this:

Were you trying to un-install over a network?

na, just uninstalling normally, from the add/remove programs

This is more common than you would think, have you tried to patch the game and had a failed install ?.
One cure seems to be, patch the game to latest patch and then try and un-install it.
If that does not work try this.
