Call of Duty 4 Chat Messages

I have been playing Call of Duty 4 for quite a while now. Often I see other players who seem to have personalized, preset chat messages for example there was one guy that said "That was a great game" in red immediately as a game ended. He also said it almost instantly as the game ended so I know he was not just typing it. There was another guy who said "No problem, it happens" every time a team mate killed him and apologized. He said it in exactly the same way each time so I know it must have been preset. I would like to know if/how it is possible to make preset messages so that lets say if you are killed by a team mate and he/she apologizes, you can quickly go to your preset message that says "No Problem" in a color of your choice instead of typing it out every time.
Any help would be appreciated :D

but you need to be careful, some servers boot you off for having binds set, especially when you play in a ladder

Thats weak if you are talkng about communication binds .Like in TF2 I have a a bunch like these:

bind g "say_team Good Job All"
bind = "say_team <== BEHIND YOU ==>"
bind "HOME" "say_team Enemy Dead"
bind "\" "say_team Incoming ! Water Entrance"
bind "f8" "say_team We Need A sentry Gun in Our Courtyard - Up Top Plz"
bind f11 "say_team Block the Spiral With a Dispenser or Teleporters to Trap People Plz"

Like the guy showed You can use all free F*-keys and the Num Pad to make some helpful statements!

Looks like this:

bind F3 "say You Got Rolled"
bind F4 "say You Got Rolled"
bind F5 "say You Got Rolled"
bind F6 "say You Got Rolled"
bind F7 "say You Got Rolled"
bind F8 "say You Got Rolled"
bind F9 "say You Got Rolled"
bind F10 "say You Got Rolled"

People get mad sometimes when I use binds.I'm like sorry I hate mics mute me ?! Chances are they are probably yelling at me in their mic for how long b4 they type it and I say mute me if you dont like it. Communication wins most team games soz....
Instead people spam the stupid voice menu Incoming! Oh yeah from where ? I mute mics so I dont have to listen to children on the microphone lolz.
