No replies yet, so I'll give this a shot.
There were a series of articles online after XP, Vista and 7 were released citing incompatibility with many older programs. Upon some good old fashioned Google research, I happened to find a patch from Softpedia (Download Powerslide Patch 1.04 - Check out the newest Powerslide Patch - Softpedia).. See if this works, it appears to have a pretty good rating.
This patch just updates the graphics. It doesn't make the game playable on XP/Vista/7.

It is possible for some, but not all, older software to run on Vista.
Try using DOSBox. DOSBox, an x86 emulator with DOS

Dosbox only can help because the older Windows versions were a little helpless as compared to the configurations being offered today with laptops and desktops, for playing graphical games. So if you want to play such games in previous versions of Windows, you will have to create a simulator for such games to run finely.
