I too have seen this in some of my programs and from what i've learned, vista x64 can also run 32 bit programs. its possible that the programs that you're using can only see 3gb of ram and vista can see 4 is because most 32 bit programs won't see above 3, which is the xp and vista x86 limit.

had to set memory remap to enable.
weird that that function isnt enabled by default.
still not sure what it does but it fixed the problem.
