Do I need an imaging program?
or does the Vista Home premium 64 bit version do a complete backup?
I'm not sure the backup it performed to my external HD imaged the system files, etc.

No, sorry. The Complete PC Backup is only for the Vista Enterprise, Ultimate, and Business editions.
Acronis True Image is a great backup program. You can buy a discounted version here.
