Vista - Stuck Icon on Desktop

I have an icon that is stuck on my desktop... it won't delete when I right click delete, it won't rename or anything... it will move around on the desktop, but the second windows reboots, it snaps back to its original place.

It's a simple .ufo file, which is attached to a Ulead photoimpact photo editing program that I have installed onto my computer. Basically, I was editing this photo in the editor and when I went to save it to my desktop for easy printing and sending via email, I forgot to change it to save as .jpg and it defaulted to save as .ufo and has since remained on my desktop with no way of moving, deleting or changing it. I just want the annoying thing gone! Anyone's help would be greatly appreciated!

Thanks Gary, I tried that, but it doesn't work... I can right click on the file and click properties, but nothing happens.. continuously... I tried to do the first path and it continued to say that it did not recognize the command or prompt or something... ugh... so frustrating. I might just need to have someone that knows more about computers than me figure it out... lol... I can figure out a lot, but this is just frustrating me!

Have you tried doing a system restore to a point before you created this file? Control Panel(classic)/Backup & Restore Center).
