  1. Open the Registry Editor (REGEDIT)
  2. Navigate to the "HKEY_CURRENT_USER\Software\Microsoft\Shared Tools\MsConfig" key
  3. In the right-hand pane, click on the value "NoRebootUI", then press <DEL> to remove it.
  4. The prompt will return next time you use MSCONFIG
Tip:
If, after modifying the startup settings with MSCONFIG, you delete the "HKEY_CURRENT_USER\Software\Microsoft\Shared Tools\MsConfig" key from the registry, you can permanently clean the items you have removed so that you cannot use MSCONFIG to restore them. But use caution, because you won't be able to undo this, so perhaps you should first backup that registry key first.

Thank you, VistaKing. You're always welcome.

And just to make sure that perhaps others who have a similar issue, Brink, one of our admins, has created a tutorial (System Configuration - Restore Restart Prompt) on how to restore the restart prompt of MSConfig (but I see you already know that). That's the beauty of these forums/newsgroups. The advice given to one is available to all.
