I had a problem with a user who was trying to open jpegs using Windows Photo Gallery. The application would open, but the photo wouldn't display. I discovered that if I selected Preview the photo would open; but simply double clicking didn't work.
To fix it I went into Default Programs and set Windows Photo Gallery as the default program for pictures. After that it worked fine.
