Please help. Webcam/ATI TV wonder problem

I have a computer that runs Vista home 32 and one that runs XP wSp2 and one without sp2.

I have a Phillips web cam that works on all machines. (Philips spc900nc/27

The correct drivers and updates are installed. I can record and show my lil self on the recording software that philips has on all three machines.

I cannot, however, get any web siote to allow the camera to broadcast on the Vista Machine. This is not just the phillips camera specific. It will not allow any webcam through. I have tried more than one.

Sites like Live Video, Stickam, and UStream recogonize the camera and it says it is broadcasting but there is no video. Only sound will go through with the built in mic

The ports for the website stream are open in my Windows Firewall on the vista machine. I have no idea why the webcam will not broadcast online.

Here is where I loose my mind is this:

I figured out a way to broadcast my video games or TVs with an ATI TV wonder 600.

On Wednesday night I tested this. The webcam would not broadcast but the ATI could. It was working. However, on Thursday, the games will not broadcast now either. The same thing is happening basically. The website detects the ATI but does not broadcast sound or video.

I have no idea what changed between Wednesday and Thursday to stop it from broadcasting or blocking it.

If anyone has any input on this then please help me. I do not know if I posted enough to help you so if you need more info please ask.
