Vistax64 Explorer Copy and Paste Issue

Hello! ^__^ I did a search and I cannot find anything that is quite the same problem I'm having, so if I have overlooked it please direct me and disregard my query.

First off, I'll list my computer specs and any USB hardware attached:

Vista 64bit Home Premium SP1
NVIDIA 9800GT
DVD+-RW DL with Labelfish
Intel Core 2 Quad Q9300 Quad Core
6 GB DDR2 Dual-Channel RAM
15-in-1 Media Card Reader with Smart Copy
Microsoft LifeChat LX 3000 USB Headset
Microsoft USB Webcam

*Norton Internet Security 2008
*Running the System Adminstrator Account.
*All Windows Updates are current and up-to-date.

Problem: When using Vista Explorer, dragging and dropping--as well as using the Edit menu to copy and Paste--for files or folders I would receive a system ding sound and then nothing would happen. The files would not copy, cut, paste, or move. Deleting files was not an issue and seemed to be the only thing that would work.

I did a Startup Repair with my OEM disk which only partially fixed the problem. I am now able to drag and drop files and folders, but I am still unable to use the Edit function of Copy and Paste, right click Copy and Paste, or keyboard shortcuts CTRL C and CTRL V (receive the system ding sound and nothing happens).

I have tried it in numerous folders within the C-drive as well as removable devices such an external HDD or a USB flashdrive.
