Vista - MSI Error 2503/2502

I'm getting that error, and cannot install *any* MSI installers, including the MS ones for the Windows Installer cleaner. I've followed You receive a "Called RunScript when not marked in progress" error message during the installation of Office XP or Office 2000, and it has not helped. Permissions on the Local/Temp folder are full for both system and administrator. I'm running as Admin, UAC is disabled entirely.

Any ideas? This is incredibly frustrating and I can't install anything at all. This happened abruptly, I think there was a corrupt section on the drive, Windows wouldn't boot, and I did a Startup Repair, and everything has been working. The time was reset to 2001, but I corrected that, and a day later tried to install something with this problem.

Check your date and time again because that is why those errors are being produced.

Date and time are correct, all new files have the right time (like I said I followed the KB and didn't work).

If you can somehow send me the exe that would be great.

Probably a stupid ? which you have tried, you redownloaded windows installer cleaner after the time change.

I downloaded it, but cannot install it since its an MSI, and I get that error
I can't find just an .exe version of it, or a non-MSI installer.

Yes, that's the one I've been trying, and a few other sites. They require an install, but it won't install because of the 2503/2502 error. Great eh?
Is there a way for you (or anyone) to just send me the exe, it should just run standalone (its funny that's there an installer for the tool which is supposed to repair the installer error)
