Vista - personalize options missing

hello Window Gods lol...

Ok I Have a problem That I cant seem to shake.
When I right click on desktop and go to personalize, I am missing screen saver, set back ground and windows dream screen. I am not sure what I did but it would be cool if I could get them back I have tried everything I could think of.

Also if i try to set a screen saver by going to control panel it tells me that the administrator has disabled the display control panel ??? I have done no such thing I think. but I can set a desktop background by right clicking on an pic file and telling it to apply as desktop back ground.

This sounds like the work of malware. I would strongly recommend running a very thorough antivirus and spyware (ex: Spybot Search & Destroy) scan to help clean your computer.

You might see if a System Restore using a restore point dated before this problem can restore your computer back to normal. I would then run another scan afterwards to be extra safe.

Enable Desktop Background:
NOTE: You should be able to change back to a DreamScene afterwards.
Desktop Background Wallpaper - Prevent Change

Enable Screen Saver:
Screen Saver - Add or Remove Option
