The Group Policy Client service failed to start

After i did a new clean install of vista i am now getting this error "The Group Policy Client service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion"

You can only logon the Vista Ultimate if you are an administrator. If you don't have local administrative rights then you can not log in. Ive tried deleteing the profiles and setting them up again renameing the ntuser.dat and deleteing the backup this did not work. Ive tried everything. Read all the post on this forum about this isssue. Still no luck. This is a home computer not on a domain never has been. Any ideas?

1.Uninstall non-system firewall,antivirus,antimalware
2.If point 1 no help you diagnose your hard disk any tool
