Do you have UAC turned on? Some programs will not install propely unless you do.
You might also try right clicking on the EXE file and click on Run as administrator to see if that will allow it to install. If it still does not help, then try Compatibility Mode on the EXE file.

In your experience what programs DO NOT allow install without UAC enabled? I've never had it enabled for more than a few minutes after initial install and never once came upon such an install issue. Just curious

Check does exist on your disk folder:
C:\Windows\Temp
if not exist-create it -if exist ->check permissions to this folder.Administrators should have full control
Take Ownership of file

The program Adobe Reader had this issue at one time as well as a few others. It is rare for this to happen, but sometimes it still pops up. You can see an example of it in this tutorial.
