Compressed air would be safer to do initial then you can use a vac to suck up the dust made by the compressed air.

A nicely ventilated room (or preferably outdoors) and a blower will do nicely. With a vacuum, you risk knocking something out of place, whereas a blower can be kept a safe distance from the internal components. With one exception:

When you blow out the dust, use your finger or a piece of plastic to temporarily obstruct the fans, because they can act as a dynamo when forced to rotate from the blower air pressure, and can cause some serious damage to your components if you're not careful.

As an experiment, take a fan that has vanity LEDs attached, and disconnect it from the computer entirely. Use a blower to force the fan to spin at a high speed. Lo and behold, the LEDs will light up. You don't want to eisk that power generation to fry some critical component.

I would assume as well that the static electricity from a vacuum too near delicate computer components could prove fatal.

And if you can't take it outside a combination of what Dzomlija said and the vacuum; just set the hose close enough (without setting it inside) to the case to suck up the dust as you blow it out.

You are right Joan. I was told by a technician at work to never under any circumstances blow the vacuum cleaner on any computer parts, for that very reason.

i use a compressor with around 35-45 PSI of pressure to blow out all the nooks and crannies and at the same time hold the hover hose just outside the case to suck away the flying dust

I use shop air with a 1/16 nipple reglated at 30psi. I have a inline dryer. The cans of compressed air work fine but be carefull about using a vac as the static discharge can bite. Many a board or cpu has been replaced and a strap will not help if it is caused buy the vac. Be sure your system is off and unplugged and grounded.
