I just bought a new Desktop, as so did my sister. Were both having the same problem. Once we try to turn off the computers they just keep restarting. It brings up a message windows shhutdown unexpectedly. Also when we try to shut it down it takes a really long time for it to log off and shutdown when it finally does and its starting up again. If anyone can help me out I would really appreciate it.

This may be a dumb question but are what button exactly are you clicking on in the start menu? If you turn the computer off with the tower button, when it restarts it will show a shutdown unexpectedly post. Have you looked at your adjust power settings options? :D

Even before that, is the computer set to turn itself on automatically in the BIOS? Settings like Wake on Lan and restart after power fail can cause a computer to keep restarting as you said it never actually properly shuts itself down in the first place....
