I wish to format my hard disk or change a new hard disk which mean I will needed to re-install window. Is the new installed window able to activate? Is the Product key tansferable to a new PC?

It Should be,
If it is a retail copy of vista then there should not be any problem in re-activating online on the new install, if for some reason it does not activate automatically there is the option of telephone activation, and even the option of talking to a real person and explaining the fact that you are replacing a hard drive.
If this is an OEM copy of vista (supplied with the PC form a large manufacturer) then you may want to check with the manufacturers support just to confirm that there is no locking of the OS to the drive, otherwise the activation should be as above.

If you have the "OEM" as part of your Licence key then you will be running the OEM version. There should be no problem in updating your hard drive. Technically there is only one Version of Vista (available in 32 and 64 Bit) with the licence number entered during installation defining which version is installed - Home, Business, Ultimate Etc.
The OEM licence differs from the Retail in that the OEM licence can not be transferred to another machine and it is not covered by support by Microsoft. The amount of changes to a system allowed before the auto web activation would fail should easily allow you to change one item.
What I would recommend is that you ensure that you have all your drivers available before you remove the existing install
You may want to look at Drivermax which will allow you to save your existing drivers and re-import them into your new install
