I'm almost certain that what you're trying to delete or access isn't a folder at all, but is rather a junction, which is a special kind of "shortcut" employed by vista for backwards compatibility with XP and programs that didn't follow protocol and wrote directly to those folders. Does this "folder" appear to have a shortcut overlay icon on it (a white quare with a blue arrow)?

One example of such a junction would be for "C:\Documents and Settings", which is in reality pointing to "C:\Users"

Can you post a screenshot of what you're seeing so that I can be sure?

You can confirm this as follows:
  1. Open a "Command Prompt" (<WINDOWS_KEY>+<R>, CMD, <ENTER>)
  2. Change to the root drive ("CD\" (without quotes, then <ENTER>)
  3. Type "DIR /ad" (without quotes) then <ENTER>
  4. The "Documents and Settings" entry should be marked as a JUNCTION
The others you mentioned will give the same results. The following text from Microsoft will explain junctions better:

In Windows Vista and Windows Server 2008, the default locations for user data and system data have changed. For example, user data that was previously stored in the %SystemDrive%\Documents and Settings directory is now stored in the %SystemDrive%\Users directory. For backward compatibility, the old locations have junction points that point to the new locations. For example, C:\Documents and Settings is now a junction point that points to C:\Users. Backup applications must be capable of backing up and restoring junction points.
If you like, you can read up more at MSDN here: Junction Points (Windows)

I think I know exactly what it is. Whenever I start Windows Live Messenger the folder creates itself. Inside it however, there is nothing. So instead what I did, was I set the attributes of all the files inside it to NOT hidden. I did that by setting the folder to hidden, then setting it to not hidden because when you do that all the files inside it become not hidden. Inside it was the normal desktop.ini file (obviously) and two other folders. One had the same name of my hotmail account, and the other had the same name as my sisters hotmail account. inside these folders, were files with weird computer languagy names, but underneath each file it said the type of file which happened to be all of them are windows live contacts!!! This problem started since I got windows live mail installedd on my computer. So it's obvious! that folder called contacts must be where windows live mail OR windows live messenger stores the contacts of all the remembered accounts. Now i took a screenshot I will post it in a minute. But I figured, because i will never need that folder only the computer will, I might as well set it to hidden!!!! That way I won't see it!

yeah sure no prob....
kk well just a quick note, this all happened a very long time ago, and I can't remember exactly what happened, this is what i can remember tho.
in ur user folder for example if ur name is peter then in ur folder peter u can see all the different folders that r commonly used (eg documents, downloads, pictures, contacts - these r all folders that have a special blue picture) .. well there woud obviously be another folder called contacts, one is the normal one (the good folder with the nice blue picture and all ur special contacts inside) and the other contacts folder is just the normal yellow folder as the picture...inside that folder is the contacts u DON'T need - but the computer does! so what u have to do is right click the bad folder (the cloned one) and select propertis.. somewhere in the properties windows is a checkbox which reads "Hidden" check that box and click apply, then ok...then close all open windows...it should be gone now.... remember that after u make that folder hidden, u hav to close all open windows, or simply refresh the windows that has a view of ur user folder (the window that shows u all ur commmonly used folders) to refresh it press "F5" that should be all ! :D
