First of all, unless your problem is the *exact* same as another user's, please don't hijack threads - make your own posts.
Now, on to your problem - you canceled a *service* in Programs and Features, and now you're given an error message stating that the *service* has not started - I'd make a correlation right there that what you did got you into the situation you're in. However, I am confused by a couple of things....
Programs and Features is just that Programs that are installed and Features of Vista - Services are not manipulated from that screen at all.
Furthermore, Services are things that run in the background for Vista to use - disabling services for performance reasons is a very antiquated way of thinking. You aren't not going to save enough resources to make much of a difference, even on older machines.
So, getting back to the problem at hand - *what* did you disable?
