Vista - Bouncing Cursor - How to get rid of it?

I have a new Vista 64 bit computer. When I try to save an attachment, and get the navigation window, the cursor rapidly switches between a spining circle and an arrow and slightly bounces or vibrates on the screen. I can still make selections, but it is akward and I have to work at it. How can I fix this problem?

Sounds like something is working in the background still with the spinner and cursor changes, but the bouncing is different.
What OEM machine is this if it's an OEM (Dell, HP..etc)?
Too many OEM machines come with a pile of crud programs that load on startup and run in the background, and should be uninstalled. One of these may be causing the system to hang slightly during operations causing that "working in background" circle, and could also cause the cursor to bounce about. If possible, a screenshot of installed programs could help.

It is a Gateway FX6710-01 desktop. Attached is a screen shot of the programs if you can read it ok. Thank you for your help!
