Vista x64 REALLY Slow PLZ help

Hello im new here but this looked like a great forum
No matter where its slow. games lag alot even Counter Strike and in windows things take forever to load

To begin with, My specs are

O/S:Windows Vista Ultimate x64
MOBO:Intel DQ35JO
Proccesor: Dual Core E2200 2.2 GHz
RAM:6 gigs
Fans: 1 on side,2 inside,proccesor fan w/heatsink
Graphics Card: XFX/Nvidia Geforce 8500GT

Things i have tried:
Updating all drivers to 64bit even chipset

Boot with 2 proccesors and max memory (strange thing is i cant make it g higher than 2042 something

Tweaked services I dont need

Disabled services/startup programs i dont need

Configured BIOS to right settings

Taken out RAM and switched around

Tried enabling/disabling PAE

Clean Install

Latest Windows Updates

Flashed to latest BIOS

And other things i cant remember

My CPU usage is always low when i look at it in Task Manager
and same with memory.
My boot time isnt very long either.
GAME LAG IS CRAZY EVEN ON LOWEST SETTINGS.
Im not overclocking (I dont think my board can)
Im virus free and have kaspersky IS

Im out of ideas please help me

Check all the processes that are running.

Did you upgrade from XP to Vista? Was your computer slow with XP?

Is Steam updating?

Could your computer be defragging?

Get tune up utilities 2009 use youtube and get a key. Then go on performance advisor and see whats using the most memory/cpu. I had that problem but it was AVG 8 that was causing it, it made my pc lag loads, try avira antivir personal (free) its very good :D :p:):D

Hello thankyou for replying I have the latest drivers from Nvidia/XFX

Windows Vista64 WHQL InternationalDriver178.24
Steam is NOT running its not defragging and my CPU etc is around 5% my RAM is at 30%
I have kaspersky IS and that isnt slowing it down (well the process isnt at least)
And all my services that i dont need are stopped even indexing.
I used to have 32bit vista but i wanted to use all my RAM 32bit was fine but i did a clean install of 64bit **UGHH**
Tuneup Utilities 09 didnt seem to work :(

Hi tomcool21, seems like you have done pretty much everything; how about run chkdsk to see if the HDD okay. To this point, it is likely that it is having some problem in accessing data in your HDD. If you HDD is okay, check the SATA connection buy disconnect and reconnect, wiggle, shake, and tug on the connector at the HDD. Replace them with aftermarket one when you have a chance. Loosen SATA cable is a known cause for problem as such.

Well believe it or not i have an IDE HDD
I tried reseating it no luck personaly, I dont think thats the problem cause this HDD is fairly new.
Ran Chkdsk it didnt find anything.
I think theres gotta be a simple solution i havent tried yet
