When user access control is off I can't run programs as the administrator. Is this normal? I right click the program and select run as administrator and the program opens but I don't have admin rights. When I turn uac back on I can run as administrator with no problems.
Also when uac is off my command prompt window doesn't work, it just flashes for a second and then disappears.
Any help would be appreciated thanks.

You will find some more information about UAC here: User Account Control (UAC) Check the related links, both to other Tutorials here and also to Microsoft. Personally, I recommend that you leave UAC enabled.

Yes I don't mind having it on (except for the annoying confirmations). But I am wondering if not being able to run as administrator or having applications like the command prompt flash open and then disappear is normal behavior for windows vista when uac is off.

Leave UAC turned on, but elevate your Administrator account instead.
