Keyboard slow to react when switching users

Brand new HP Pavaillion a6645f.
Comes with keyboard #5188-6077.
This keyboard has "multimedia" buttons on the left and right-hand
edge. These buttons are basically shortcuts to email, browser, HP help, etc.

After doing a switch user,
it takes almost 3 minutes for these keyboard buttons to "wake up",
that is, they do not respond for almost 3 minutes.

What I described is consistent and reproducible behavior.

Any idea what might cause this?
