    Its stopped working.?

    What has,? why "symCUW" of course.

    So what the hell is it.? I haven't a clue.

    symcuw.exe is either part of Symantec/Norton or possibly malware. You could follow the instructions in here.

    symcuw.exe legit? - Other Norton Products - Norton Community

    Its highly probable to do with Norton, I attempted to uninstall it yesterday, but it wouldn't complete the uninstall

    You can use the uninstall tool if you have problems uninstalling Norton.
    Download and run the Norton Removal Tool
