Sufficient privileges

I am trying to install a program, and keep getting an "Error 1920" asking me to verify if I have sufficient privileges to start system services.
I have tried turning the UAC off, or right clicking and using "run the program as the administrator" but I still get the same error message.
Thank you for your help in advance.

Do you have windows Defender On? according to goggle, there are a lot of different 1920 problems but this was one of them... worth checking out.
