Need Admin rights back

I get "the user name or password is incorrect", click ok and then let's me log in as either admin or me but me no longer has admin rights. Been into Admin user accts but won't let me change user accounts rights. Admin account doesn't have my programs. This all happended after I ran chkdsk a week or so again.
Downloaded Cain and Abel and my password came up as the one I have. Then tried to boot programs that will wipe passwords so I can start over but my computer, even though I have set it to boot from CD drive won't boot them. Can boot recovery disk but don't want to start all over again. Hard drive crashed 6 months ago and had to start from my external drive but still a pain.
Just want to bypass logon screen when I restart my computer and have admin rights I had before. I am the only one on the computer.

Sorry I couldn't add more info about my computer in the area asked for, if you need, tell me how to get them.
TIA for any help and let me know what other info you need to help. Last resort is going to Best Buy and the Geek guys. Costly!

Try resetting your password in safemode...

The user name or password is incorrect is gone ( thank you very much) there was no password for my account, so I gave it one. But even in Safe Mode logged in as Administrator can't get my Admin rights back on my account. There is Administrator Account and then me.
Any more ideas?
